A: Jordon, It sounds like it is time to repot in to a larger pot and adjust the plant so it is vertical when you do. You could also cut off the sideways part, let it dry and the wound heal for a week or two and then repot in dry cactus soil and let it re-root. It would take a couple of months to grow roots, but Cereus are easy to grow from cuttings. Just keep the soil on the dry side for the first month.
